The Compliance, Audit and Risk (CAR) Directorate is responsible for the operational management of the compliance and audit / verification functions across a wide range of Pobal-funded programmes.

Compliance

The Compliance team is responsible for conducting inspections at childcare service providers that are participating in a range of Department of Children, Equality, Disability, Integration and Youth (DCEDIY) funded Early Learning and Care (ELC) and School Age Childcare (SAC) programmes. The purpose of the inspections is to confirm adherence to key programme rules and funding agreement conditions pertaining to the relevant programmes, including legislative requirements under the National Childcare Scheme (NCS).

Compliance checks are conducted during unannounced on-site visits to the childcare service providers. ELC and SAC service providers preparing for a compliance visit may find it useful to familiarise themselves with the contents of the following documents:

  • Accessing the Compliance report on the Hive
  • Post inspection Rectification Actions

Further information on the compliance checks carried out by Pobal, as well as the resource documents referred to above are available for participating service providers in the resource sections on the Hive portal.  Queries on the compliance checks process are managed through the ticketing process on the Hive. The designated compliance mailbox at cvisit@pobal.ie is also monitored.

Tusla Early Years Quality and Regulatory Framework

Tusla-logoThe Early Years Inspectorate has developed a Quality and Regulatory Framework (QRF), to support registered Early Years Services to comply with the 2016 Regulations. The QRF does this by setting out the core regulatory requirements in a transparent way, bringing together evidence-based, national and international research and best practice in Early Years. The QRF aims to support registered providers in achieving compliance with the regulations and enhance the safety and care of children who attend these services. The QRF is child-centred, with a specific focus on the quality and safety of the care provided directly to children using the services.

Early Years (Pre School) Inspectorate
